Very recently, Tabata showed tech demo for the Luminous Engine. What they showed that event was Luna's hair wig was created back in 2013. I'm pretty much confused, Stella into Luna was Nomura's Idea or Tabata's?

Tabata, he said in 2015 he was trying hard to implement Stella into the story, so he created Luna instead. Stellas role might have been changed slightly while Nomura was in charge. But the complete overhaul from Stella to Luna and Lunas creation was created by Tabata I believe. I dont think he did a good job with the character. From the 4 chan leaks Stalla sounded more interesting.

Yeah but he revealed it in a ATR in 2015 that Stella was removed.
I don't know what the fuck made them do such a change like that I mean why does Luna exist, I mean wasn't Versus XIII suppose to be one game, but blew up into 3? I mean couldn't they just go back to the original. Singular Versus XIII, or build upon the concepts shown in the trailer, and hire a decent writer this time? It wasn't Nojima that wrote the Final game, original story yes, but it was altered. Hopefully we see that unaltered Versus XIII multi-part story, with preferable the warp system shown in XV as is, but the combat shown in the Versus XIII 2011 Trailer coming out on PlayStation 4, and Steam. Xbox One if they want to I really wouldn't care.

Tabata said it was a joint decision with Nomura making the initial idea to remove Stella.

However, there are a lot of things that we do not know. First is, was the female character from the 2013 XV reveal trailer even Stella? That may already been Luna at that stage.

The character design change drastically in the 2013 rendition. Perhaps the switch to Luna was well underway by this point. You could argue and say that was Stella and the 2014/15 rendition was Luna, however, the current Luna looks practically identical to Steluna in 2013 and that can be proved.

This is a comparison of the various different renditions of Luna, compared the final CG render. The first comparison in the top left compares 2016 Luna to 2013 Steluna and with some minor nuances such as hair, it looks pretty much identical.

So what does this suggest? Perhaps Stella was in the process of a role change prior 2013 reveal, from being an semi antagonist to a full on side supporting character with the changes in story happening at the time. However, the character became completely different by that time and perhaps it was decided to remove Stella then. In turn this would make sense as Nomura was still heading the project, or at least still in the team at this time.

Roberto Ferrari said it was tabata's decision in his facebook.
Correct me if wrong, but that doesn't eliminate the idea of Nomura approving the decision (or more accurately, the suggestion) from Tabby either way. Both were co-directors back then, and we all know how dependant Nomura is with co-directors.

The biggest similarity we have with E3 2013 Stella and current Luna is that they both interacted with Noctis during childhood.

Well we don't exactly know if they interacted during their childhood, the E3 2013 Trailer could have been a misdirection, like maybe Noctis and Stella entered a dream world or something and were running in the fields, we don't know how Versus XIII would have played out that would have allowed the two to be running in the fields as we have no real context for that scene. In fact the only context for that scene is given by the leaker that has Noct kill Stella.

Also changes were being made in 2013, and the decision to remove Nomura happened in 2014, Luna was revealed in that time as well, so even if he didn't approve there wasn't much he could do about it, he could have said no and considering her role he probably did, especially since her creation would practically involve an entire part of the game being cut(Citadel fight), but what was he going to do? I mean He was removed in Sept, Luna was shown in August, and he probably knew about his departure way early on.

Speaking to the magazine when asked about XV’s situation Nomura commented, “It was the company’s decision, I can’t say anything more than that.” So even if Nomura said hell no it's likely he couldn't have done shit. I bet the removal decision happened in May-June which is probably why it wasn't shown at E3 2014, they were changing it, and internally Nomura was removed to work on the 7 Remake and Kingdom Hearts 3. As well as the decision to make Luna.

That's why I said it was a ''joint decision'', the one who proposed the idea to remove Stella was Nomura. That's not saying Nomura made the final decision, but it was his idea.
