They made the game, and it's very likely in their contract. Simple as that really. DeNA are one of the most successful mobile devs, so they can command that sort of authority and make that sort of demand.

Other people publish FF games in some territories (IE in some parts of Europe, Namco publish FF titles and Square stuff in general), but the last time an original release was published by somebody else widely was probably FF7/8 PC, which was Eidos. Unless you count Bravely Default..
