Ito is still at the company, but whether he works on anything big again remains a mystery. Without a prominent place in the hierarchy, it seems a bit of a long shot unless management directly mandates production and reshuffles the organization.

As for Toriyama, I'd like to see a completely new game free of expectations.
Some believe he's the head of division 8.

Division 8 is a mobile games unit as the numbering might suggest. Kazuhiko Otsuki and Masanori Ichikawa are on board as producers.

Basically, it's a Kitase/Hashimoto world where the old Square is concerned. Of the five business units that are successors of sorts, four are controlled by their wing. The fifth is the online games unit that's managing FFXIV. That's a clean sweep in terms of power and resource consolidation.

As for Takashi Tokita, he's a manager/senior producer in one of the mobile units (under Takuya Okada), but he hasn't held the top position of a division since PDD7.
Not sure where you're getting that. Pretty sure Tokita is head of division 9.

He has a significant role in the division. There's just another executive taking overarching responsibility.
Pretty sure that site you linked to is wrong. Like for one, the current structure is seriously lacking in info. And from what they have actually listed: Heavenstrike Rivals was division 10, I got a confirmation from the developers. Bravely Archive: D's Report is division 12, Tokita told me himself.

I'm not sure really. I know I don't want anything X-related (Toriyama or not) and I don't want him to make the next mainline FF. I guess he could do a FF spin-off unrelated to any main title where he woudn't be hindered by anything and maybe he would redeem himself after the XIIIs (or not).

But I think he may be working on a new Parasite Eve, though I'm not very familiar with the franchise. The Aya Brea tease in the VIIR trailer...

Don't worry, I'm sure Ito's helming XVI. Plus it would make zero sense to announce XVI this year.

Parasite Eve is possible, he was scenario director on The 3rd Birthday.

Looks like Takehiro Ando quit earlier this year; Kei Hirono now manages BD10.

I have no idea if there was a previous BD8 (the current crew split off from Ando's staff as a result of whatever happened, so you'd think that another team may have held the title before) that has now been shifted and/or renamed, but it's definitely a mobile unit now. Seems that they're managing Heavenstrike Rivals and Emperors Saga. Someone called Tonomitsu is in charge.

I personally don't want Toriyama to be working on anything but putting him on another FFX game or having him work on mobile games is probably the safest thing to do. He hurt FFX with FFX-2(battle system is the only good thing about the game) so my expectations are low for a high quality 3rd entry. As for mobile, nobody really seems to care for a high quality experience which makes him a perfect fit as he can at least introduce some quality to the market, even though that's not saying much.

X-2 has 85 on Metacrtic, sold 4 million copies on PS2 before it made its way to Europe & Australia and got a HD remaster.

Also, the guy who directed Dirge of Cerberus has since worked on XIII, XIII-2 and now XV. Now that game did shocking. And Nomura made All the Bravest but it did nothing to affect him.

The point is FFX-2 is not alone on some high pedestal. It’s getting special treatment. Big deal. So are other titles. Join the club.
