Why aren't the Dragon Quest games available for emulation?

Why aren't the Dragon Quest games available on the Wii U/Wii or 3DS virtual consoles? And heck, even the PSOne Classics?

Maybe some licensing problems like with the Kingdom Hearts games? I don't know.
