I agree with it as well, not catering to all the "popular" vote makes it even better. =)

Usually these things aren't surprising but this one is as it's not based on popularity.

#1 spot is well deserved.

They clarified in the beginning that the list was constructed based on the depth of the characters in the series. Lightning never had much depth.
Lightning's just a marketing tool. That's about it.

I agree. Definitely a pretty solid list. I'd probably replace Sephiroth with Cloud and Balthier with Terra, but that's just me. =]

You can't list every Cid in the series as one character! Boo! Foul! (though we all know FFVII and FFXII Cids are the best Cids)

I do love Kefka more than Sephiroth, but ehhh, I wouldn't have blatantly mentioned depth as a criterion for the list. We love Kefka because this seemingly comic-relief clown villain ends up becoming one of the most maniacal, psychopathic, genocidal demigods of destruction in the JRPG genre, not necessarily because he has a lot of layers with more complex motives.

Personally, I'd have Terra in there, and higher than Celes. I'd have supplanted Sephiroth with someone else. Not sure who my number 1 would be though. I have a few candidates up for the position, but I've been finding it a challenge to adequately express why beyond some of the more superficial reasons. It certainly doesn't help that in recent years I've been exposed to a lot of writing that have solidly become a benchmark for me in terms of quality, execution, characters and the right amount of depth and complexity, that the writing and storytelling in the Final Fantasy games in general retrospectively seem stilted and amateurish.

I think they put Kefka on there because as the game progresses you learn more and more about Kefka and why he is "crazy" and things of that nature. From a pure intrigue factor I know when you play FF6 you always stay half interested just because of him as bad guy in my opinion. I wouldn't go as far to say as comic relief but he does have his moments!

Kind of disappointed Balthier didn't make it. His charm and backstory with Cid was really interesting. And I just thought at the beginning of the game he was some pirate looking to line his pockets~
Don't know much about Kefka but from what I do...well, alrighty then. Not my list, anyhow.
Balthier did make it, though. And deservedly so.

Kefka's joy for destruction and disinterest in human life eventually turns him into a nihilist, which we learn towards the end of the game. You just don't really see him deep in thought and trying to make sense of it as he just cuts to the chase and wreaks havoc on things throughout most of the game. His back-story is simple and not complex but helps us understand why he's so insane and easily snaps at things.

But I imagine most people like Kefka because he makes being a villain fun. And unlike most villains. He succeeds.
