Projects can conflict with other projects in various ways. For example, project A being the marketing focus right now but project B is getting in the way.
Probably won't be a factor for FFXVI though. It's still far out and FFVII:R and KHIII are next. Who knows though! Maybe FFXVI will conflict with FFVII:R!

I definitely would want Final Fantasy XVI to be set in a world that is Medieval like FFIX and maybe blend it with somethng like FFX's world. I definitely wouldn't want this to have the chibi look of IX even though I love that game to death. I think they should retain realistic character proportions that XV has. I would really love it if Ito was working on the game as director. Whatever they are doing with FFXVI I'm sure it will be Imaginative and beautiful. Can't wait to see what they are working on in the coming months or years.

By which team is XVI being worked on tho. Kitase's team will be busy with VIIR, Tabata will be busy with Type-1. Ito might come back but I think its unlikely at this point he hasent worked on a console game in ages. It could be Toriyama but I don't think square will allow him to touch mainline FF again after the XIII debocle.

What do you mean come back?. I thought Ito still worked at Square?. I thought he was working on some project over there. Also I think Toriyama gets far too much hate. I don't actually think he is a bad director but I understand why some FF fans may not have liked his FNC FF trilogy. I say give the man another shot.

The game is definitely in planning/pre-production, but I don't think they did much beyond the concept phase and mayhaps some early testing for gameplay ideas. This is speculation, of course - we don't know who is currently free at Square Enix Japan (though they do have multiple games in the pipeline - there's the aforementioned FF titles, but also Kingdom Hearts III (which is made by SE's Osaka team), Dragon Quest XI (which will have two to three distinct versions) and SaGa Scarlet Grace (though that's about to be wrapped up, so Kawazu will be free again) plus some mobile stuff) so there could be more progress to the game than we think - but I elect to believe that they won't go ahead with it until the core staff on one of the current FF projects can fully dedicate themselves to it.

Tbh, I am more worried about the writing/scenario staff than the director.
Square Enix has often had a different development structure. In December 2013, Square Enix restructured them for the first time since March 2007 which was when they formed the 1st Production Department. There are 12 Business Divisions in total and they each work on multiple projects. Some projects are developed by the internal teams while some are outsourced. Important to note that the people inside each division are not restricted from working with other divisions, something Tetsuya Nomura does often.
